No power from meter? Is this meter or wiring fault?

Problem with meter / distribution board. All electric has gone off. Electronic Prepayment Meter. Power going into meter. When distribution board is OFF then there is power from the meter to the board. The moment a load is applied there is no power from the meter to the distribution board. I have switch each circuit off in turn, and the moment any 1 circuit is on then no power flow from Meter to Dist board. Am I right in thinking this is the meter?

DNO will not respond if the meter is lit. It does sound like it could be a meter problem. (does the incoming voltage drop off when a load is applied) You need to call the people who supply your electricity ie who you pay your bill to (prepay) They are responsible for the meter. It may still be E. on but a different department. You can find out who your electricity supplier is by contacting your local electricity distribution company . You should ask for their Meter Point Administration Service (MPAS).
 
The old days were better one electricity company to deal with. Now we have the DNO for the supply and cut off then the suppliers meter operator for the meter.
