nobo panel heater fault?

Hi everyone, hope everything is good.
I,ve been to look at a faulty nobo panel heater but not sure what the problem is & hope that one of you guys can help me.
It has a red power indicator light but not heating up. All the others heaters have a green light & are working ok.
They have a central control panel but i have been told that this is working ok as the customer has had it looked at a few times but like myself, everyone who has looked at it , is unsure what the exact problem is.
I am tempted to advice getting the manufacturer to look at it but i am hoping to find solution myself if possible.
Any advice on these heaters would really help

If the heater has power to it and yet is not heating up then you either have a faulty thermostat or a faulty element.
Since the red light is saying the heater is on and heating then the thermostat is presumably on, this may mean it is constantly on but is more likely operating normally and because of the temperature is it is on.
Therefore it seems likely that the element has failed.
If you can measure the resistance of the element and compare to the rated wattage you should be able to determine if the element works.
Then just replace the heater.
