What would be the best code for sockets that are not rcd protected?

No sockets are outside or near the doors so would it be a code 4?

The supply is a tns with 10mm bonding to gas and water but no rcd protection to any circuits.

code C3.. IMO. although not close to doors, an extension lead could easily be run outside. some may say no code if the installation pre-dates 16th.
 
You would in many cases use both C3 for lack of RCD protection for socket-outlets intended for general use by ordinary persons, and C2 for lack of RCD protection for socket-outlets used to supply mobile equipment outdoors.
Obviously if the installation is a flat on the top floor of a tower block, it is unlikely that there will be ant socket-outlets used for mobile equipment outdoors.
