Would it be too much of a stretch to think that IF the issue were in unit2 its RCB ought to trip first
Unfortunately it doesn't work that way with RCDs. You need to discriminate (provide selectivity) through slugging one (i.e. time delayed).
 
Ideal (but expensive) solution is to do away with all the RCD mainswitches and fit an RCBO for each circuit, then a fault would only affect one circuit.

You also need someone to address the gaps between breakers...
