Because of the industries reliance on inadequate training these days, i.e. the intense course, many Domestic installers coming into the industry are woefully sub standard lacking in experience and real hands on knowledge.

This new Domestic Installers NVQ3 maybe the answer to the obvious gap in their training and so could be a good thing. As it is new only time can tell, but IMO all training should have it's merits.
 
Bad! I'm doing my NVQ Level 3 now and do mostly domestic work, but I know that I can't cover the scope of electrical work in the Domestic area. Like me wouldn't you want to cover and experience as much as you possibly can? I think Domiestic electrics has its limits.
Presumably a domestic NVQ would only contain elements which you could feasibly complete throughout the course of doing domestic work. It might contain additional elements such as making good, customer service, running a business etc.
I think increasing vocational training for domestic installers is a good idea so people can't just do a bit of theory via distance learning, change their consumer unit at home then go out and work on people's homes with no idea, but I have questions as to how it would work:
Most DIs work on their own as opposed to being large companies where a trainee would be working alongside a spark, so even with an NVQ 3 they'd still be largely self-taught.
Being able to muddle through eventually while having done potentially dangerous work on someone's house doesn't help the person whose house it is.
You'd have to be able to do domestic electrical work without an NVQ3 while you work towards the NVQ3, so what would be the point of it, and who would want someone they know isn't qualified working on their house?

So I think it's a nice idea in theory, but in reality it wouldn't work due to the way DIs work.
