Old electric underfloor systems....one for the older farts on here!

In the process of buying an old cottage. Apparently there is an old underfoor heating system that dates back to the sixties so just as old as me.
Can you tell me what this is? See piccture attached. Is it some sort of transformer? What ever it is it makes a good humming noise.

Very noisy if it is. Sort of assuming that as there appear to be two meters it's an economy seven set up.

Certain it is a contactor for the supply to the heating board.

Contactor then, you have L/N in, L/N out and a control cable.

Yes it'll be a contactor which brings the heating on during the low rate period.
The floor is effectively used as a large storage heater in these systems.

Can you not open it up and have a look. Certainly looks like a contactor.
