Due to a hefty work schedule I had to employe a sub contractor electrician, 1 man band 3rd party accredited etc, the work was in a domestic dwelling and was a new circuit.

I asked for the certificate upon completion and his response was you didn't ask me to test it, I'm still a little puzzled by this, I employed someone who was skilled and qualified and for the hefty day rate expect them to know their obligations regarding certification.

what's your thoughts on this, am I in the wrong for not asking him to test it?

I agree you should be given the relevent paper work for the work carried out in your case i would of exspected signed job sheet, risk assessment and eic i have be told before "I DON,T DO PAPER WORK" OK that's easy then don't pay them

I'm with you on this one, minimum I expected was eic, now someone has to go back to test it, for that I have to knock some of his money
 
6 of one, half dozen of another? Yes you should expect the relevant certification, but as the employing party, did you make your expectations clear?

I'm not defending your subby, but maybe this is a learning curve for you as a business person? Do you have clear terms and conditions set out? If not, then you have just learned a valuable lesson that electrical contracting in 2016 can be a whole different ball park.

This is not a criticism from me. In fact, I have learned from your experience. I'm not nor ever hope to be in your position, but should I ever be, then I hope your shared scenario would help (us all) improve our business model.

I would ask him to test it or not pay him at all otherwise you are asking a electrician to certify someone else's work and how do they know the cable has been installed correctly ?

this is my angle.

voltz yes you have a valid point I'm glad it's small scale in this instance, but I can't believe a competent electrician (3rdparty accredited) would knowingly not fulfil the job
 
You will be suprised how many sparks don't seam to test anything they install. just do the turn it on and hope it works test , very scary .it does seam mad but voltz has the right idea tell the subby exactly what you require before they go to the job , that way you know upfront if they are a spark or a muppet.

sensible amount from subby for this. Get him to sign cert and notify it through his CPS. Tell him this is the only workable solution which will result in him getting paid as you cannot charge client for an incomplete job. Then don't use him again.

I'm not sure I agree entirely with the others. You hired someone to carry out a job on your behalf, and therefore the certification should be coming from you rather than the subby. I presume the contract for the work was with you and not with the subby.
