1. I took the cover off the outlet and turned the breaker off which turned off my tester and as an added measure I use my non contact test and one of the 4 wires is still live. Is that bad and if so what could cause it?
2. I have a switch that doesn't have a ground or neutral just 2 wires, I replaced the light fixtures already which had a ground wire but they never attached it, does that mean the ground wire wasn't hooked up and how hard is it for an electrician to add a ground and neutral at the switch. I think I can access the wiring to the switch from the basement but does it also have to be run to the fixture?
