just been called to a job where the swa cable is running on top of the ground to a garden shed does this cable need to be buried to a depth of 0.7m or can it remain on top. the cable also runs directly under some slabs about 2-3ft wide
 
Cable running on top of the garden is fine so long as there is no risk to it, likewise the slabs. You have to use your judgement as to the likelihood of risk of damage. I'm assuming if course that it's a properly made off cable, has a CPD at the upstream end etc.
 
If as you stated, this cable has concrete slabs resting on them, then NO, it isn't alright!!

I don't particularly like the idea of an energised cable running on top of the ground, fixed to nothing at the best of times. Certainly something that i would never contemplate doing....

Just to clarify..... I'm not suggesting that this is good practice, and certainly not an installation method I would choose, but it is 'OK' as prescribed. I've found a good way around the problem if it's not feasible to bury is to get the customer to build a little 3 x 2 ha-ha style fence from A to B, about 8" from the ground, that way you've got something to cleat to and it stops the cable eventually getting covered in detritous. As for the slabs, one assumes that in practice the cable is actually sat in the sand/soil/concrete underneath them so not actually in direct contact. Again, not ideal but allowed in regs (method 72, I believe).

Its ok you should be quite safe from harm in China.

Lol, you try and convince a client that their one great pleasure in life is their flower bed has to have a 30m odd trench dug straight though their prize begonias. Train first as a double glazing salesperson or work for Solicitors!

I think not somehow
