Parish Council Office install

We've recently installed a system on a local Parish councils offices and meeting room on the quote we showed the vat as 20% but thinking about it now as I'm about to type the invoice, should it be 5% as a community project?

I would have thought it would be 20% and they would simply claim it back.

Would they not be exempt from tax as a charity?

Sounds like a quick question for the Accountant. No point guessing. Ask a pro - that's what we always say to our customers so shouldn't the same apply when we require professional advice/services?

if it's not a registered charity it's 20%.
