Burnt Fingers

I had an amiable meeting with the HSE Electrical Inspector yesterday, who mentioned that Part P applied to Hotels.

I'm just kinda getting opinions here: According to BRB and Part P - as far as I understand them, Hotels are Commercial enterprises and not dwellings.

General concensus much appreciated

I suppose it depends on the size of hotel, if the owners or staff lived on site would this make it a domestic dwelling/business.

Yes - had a feeling staff quarters might be the grey area...Thank you. I guess its Part P for me then - better be safe than meet that lot on less amicable terms!

The same could be said about Guest Houses where the owner lives on the premises or farmers who convert barns into holiday lets etc do they all come under Part P?

Since when did the HSE start enforcing building regs?. I think I would have asked the inspector for his reasons as to why he thought this and also contacted the LABC to ask their opinion. It makes me wonder is this expansion of part P by the back door or just a lack of knowledge on the part of the HSE guy

I would say it only comes under Part P if the business is in the same building as a dwelling i.e flat above shop or private flat in
hotel or guest house.

Just looked this up and part p does not cover hotels, although it does cover buisness's that share electric's with dwelling's.

This is because it is not classed as a dwelling if over 6 people stay there.

Therefore University halls of residence, hotels and old age people's homes are not covered by part p.

But due to them having people work there they are covered instead by the health and safety at work act.

Hotels come under the electricity at work act, but Part P is a building regulation, and is applicable to all electrical installations. The difference is that in commercial premises the electrical installation is controlled by some sort of competent person under the requirement of the EAW and so the work is not notifiable, unlike domestic which isnt so it is.

I had kind of the same on a farm where I was trying to identify if there was a split in the supply e.g. if the main incommer is in the business and then supplies domestic, then part P would apply to the dwelling and supply circuit. However ithe dwelling has the supply head and circuits fan out from there then I believe the whole lot would come under Part P. This woman was having a barn converted to kennels.....

Well one way of sorting it out if they pay domestic rates it comes under part P in they pay commercial rates it would come under commercial , or if the premisis is used for domestic purposes ie rented houses ,flats etc , so hotels and guest houses where they pay commerical rates would be classed as commercial regardless of the size its a gray area and im waffleing

He was not enforcing - mereley quoting. Mind you the accomplice from LABC seemed not to know.

LABC have said it's determined by rates - commercial rates = commercial premises
domestic = Part P

Dont think that statement is correct But Im sure some one will correct me Im so glad I live north of the border until PartP gets brought in here

HSE Inspectors have a WIDE WIDE remit which means they only get small small snippets of each and some grap bits and wont let go of their wee bit
