Since when have Elecsa stopped sending out certificates with a start and end date. An estate agent customer has asked if the open ended certificate is correct

I don't really understand your question.
Why would a certificate have an expiry date?
Surely it would only be the Part P compliance certificate that they'd send out, therefore the compliance won't expire.....
Perhaps the customer is questioning the Membership Certificate that use to be renewed yearly after your assessment ! The OP may have been trying to prove their credentials of membership to ELECSA to the customer by showing them this ? It is now a one off Certificate although a membership card is still updated on a yearly basis. Just a thought !

If it is the membership certificate then it is most likely a cost cutting exercise by elecsa, they can save money on paper and ink by giving members an open ended certificate rather than a new one each years.
