Sorry if I'm asking a repeated question but its bugging me.......

What on earth is a 'Part P Qualification'?

I thought it was a part of the building regs, yet i've lost count of the number of clapped out vans smoking their way down the motorway with 'Part P Qualified Electrician' plastered on the side......

Am I missing something here?
