How would you go about reporting somebody for doing notifiable works to a poor DIY standard? (with no notifications and probably no insurance etc.).

Is it possible to? Would it be worthwhile (would they actually get a 'telling off' from anybody)?

The person I have in mind has undercut me on a few prices in the past, I've witnessed a first fix in progress by them and it
looked like they had thrown it in from the van.. and they are currently working for a builder
who I've discovered is doing some work on an elderly relatives house (it's starting to get personal)!

I'm not normally one to cause any sort of scene but I'm a bit ****ed off that I pay out for this / that and the other while others blatently never do and always get away with it.
