Serve the notices, see what happens, if they serve a counter notice then ask them which surveyor would be acceptable for both neighbours to to use. Then instruct said surveyor for all parties, I don't see the issue? I had a similar with a neighbour on an old house and just used one surveyor to handle the lot. These types of issues are normally a load of bluster to put you off doing the work which in this case...............................!
