We did a 5 yearly periodic inspection report on a care home a few week ago that was built in “august 2005” the only RCD protected circuits we found was for the out side sockets, none of the sockets inside had any so what would you guys recommended for this if any,

I would think it is a 4, however, you should code any socket that can "reasonably" be used for outside appliances as a 2 which are not RCD protected.
 
Don't we just love the codes no RCD protection for sockets well in the ESC guide it states it should be a 2 and gives an example of sockets in a TT system. In the OSG example it also gives it a 2 for just sockets in general.

Personally I also think it should be a 2 requires improvement. Did you find any of the bathrooms or shower rooms with RCD protection? and if they didn't have it, and needed it, what did you code them?
 
ESC guide states a 4 for a socket that is unlikely to supply equipment outdoors and is not in a bath or shower. The op stated that outdoor sockets have RCD protection.
 
It a code 1 lol thought id throw that one in did an inspection on friday , flat screen TV on the side of the bath plugged into an extension lead which was in a socket that wasnt RCD protected .... and guess what i had no camera with me why does it always happen no normally a code 4
