Ok ,it was labelled as 3phase distribution panel and numbered.The attached sheet explained what circuit did what listed out by each phase.
But still not mention as the supply was only 230.The board had a 400v live voltage plastic sticker on it as well.

If it does not even matter they could just put anything on it.

It's the difference between 'good practice' and 'non compliance' and on a PIR, the listed defects should be able to be supported by an appropriate regulation.

Of course you can mention anything you like, including issues of 'good practice' in a covering letter.
