EICR's are definitely carried out to current regulations as amended. 'Reg's aren't retrospective'... was waiting to see how long it would take before some one mentioned that phrase, applicable though :)
 
Periodics were always signed off as complying with XX edition of the regs up to and including the 15th edition if I remember correctly the thing is how would the industry generate enough work for the influx of second career sparks if we can't say all these perfectly safe installations don't comply with the latest regs and need upgrading
 
Chris in post #11 gave you the best advise, especially in his last paragraph relating to his reference to HTM rules.

Things can be a little different if this dental practice were licenced to undertake A full dental surgery service under full blown anaesthetic, but this doesn't seem to be the case from your OP...
