Also interesting to note, ...Megger and some other electrical test equipment manufacturers have always been able to supply high resolution loop testers on special order for substation applications and the like. Some now, are making them generally available as part of there range. Although these generally available models will test PFCs to 40KA, the special order models will go to 52kA as i remember...

One such generally available High Resolution model is the Megger LTW425.
 
Thanks for the info IQ, I have a building at the moment with a dedicated Tx, and have a measured value of 0.01 Ohms, will let you know in due course how I make out when adding the resistance of the R2 lead to my 1553.

Just a follow up to my last post, I did retry measuring the PFC values of the installation I described in my last post. Went to a remote DB in another part of the building today and measured the Ze of the board. Without R2 wander lead connected Ze 0.20 Ohms-With lead connected 0.80 Ohms, lead resistance 0.60 Ohms. Went back to the main intake-previous reading 0.01 Ohms. With wander lead connected Ze measured 0.61 Ohms. Guess my 1553 must be accurate at very low values. mind you our main intake is next door to the sub station so in reality be only about 5 metres away.

Yes, 5 Metres and it probably is correct, some PFC there!
