PIR code for high leakage current circuits?

Im doing a periodic inspection and test on an old college building. They've installed alot of dado trunking for computers in offices running alot of computers. Some circuits have as much as 15 pc's on them. I know they should have dual earth sockets and ring cpc but they haven't. What PIR code would you say. 2 or 4???
