If someone's going to put their signature on a PIR it's likely that they're able to cert & notify in the first place and have no need for deviance.

DEVIANCE!!? How about someone who works mainly with builders on projects being done under Building Control and doesn't do enough independent work to warrant the expense of a Scheme Provider? Their choice is to pay the local Building control fee per job or a Scheme annual fee. Either way it's pay up or shut up and stay at home!

The question I responded to was one concerning the legitimacy of someone circumventing the rules, as they are.
