It's used quite a lot in hospitals, which was the only place I really worked with it, in the operating theatres. Section 411.6 in the BRB gives more information, though I'm sure the new medical section in the BGB will also have it.

It's basically an earth system that as an impedance value monitoring it, and so when you develop a fault which, instead of developing into a normal high impedance it will alarm at the level set , normally the alarm is both a visual and audio alarm.

The ones I worked on where Insulation which is a IMD, and not that sophisticated compared to modern ones.
