No, you would operate any switches, with your meter connected.
You should minimise any inconvenience that would be caused by a fault on one circuit, affecting other circuits.

don't understand the second part of your question.
 
An inverter can take up to 5 seconds to shut down so if it shares a common RCD with other circuits that rely on a disconnection time of 0.4s then you'll create a very dangerous situation.

Yes, assuming you are talking about the DC side

Depends on what the G83 test certificate for the inverter states as the shut down time in the event of loss of mains - can be anything up to 5 secs. So, if any of those RCD protected circuits require a disconnection time less than the shut down time of the inverter, no you can't fit it on the RCD side.
