I have a L21-30 receptacle. Theoretically speaking, if I want to power a 30A load that requires a L5-30 receptacle, can I just use a L21-30 to L5-30 adapter (PN: IBX-5158-01)?

You could do that or change the male plug to the configuration of the type plug that you want to plug into the 30 amp receptacle.I have a L21-30 receptacle.
