Sounds like a short down or duff coil etc dragging voltage down ...maintain power to control circuit but isolate all L1/L2/L3 at all contactors and drop the loads off - a few ways to trace and attack this problem you can isolate all through power and disconnect each contactor coil and put a known 110 across each one see if they operate ok... I would follow the start stop circuits and see control order as you are not switching any loads you won't bugger the motor up.

The fault has to be close to the origin of the control whichever contactors pull in first or even relays as it does it on the start option anything brought in after is not a suspect.
 
Are the affected 'rattling' contactors the ones with the pneumatic timers attached if so have you checked that contacts are 'clean' and that timings are reasonably accurate? (Both these tasks can be checked with the panel isolated from all supplies - dead testing)

Dark wood there's a test key switch on the panel I've been testing it that way with just the control cct being live :)

I wasn't overly keen in pressing the start button in a lot and firing a lower voltage through the coils incase I start burning them out so I was doing a fair bit of dead testing , I've been getting roughly 120 ohms across most of the coils
Think I'll be doing the wandering 110v lead on Friday but I have a feeling the fault isn't in my panel.
The only external stuff I know of is an nrv/check valve with limit switches on it and there's a wee auto lube pump
 
As you haven't mentioned a smell of burning from the panel I have assumed that there are no 'shorting' coils dragging the supply down so I still think the problem lies with a 'dirty' contact or two! I would be testing the contacts on those timers along with any retaining contacts as there could be a few of those too.
 
I wish I had been able to tell work “I’m going home now I’ll sort the effluent pumps out Friday”.

Other than testing the voltage on a lamp what else have you done?

PS what do all the other timers do?

Start delay
Star/delta changeover
Cant remember what the others are for
And they have another 3 pumps to choose from
Any yeah I'll fix it tomorrow if I don't I'll no be back on here haha
