Hi I have looked over the internet for a power regulator which fits my needs. However, I have come up short.

Does anybody know if it is possible to find an electrical power regulator with linear regulation (0-100%) with a AC electrical resistor load. It also needs to be programmable with a simple language like Arduino (therefor also needs a serial connection or similar). Furthermore, it needs to have an output of between 0 and 230 VAC.

If anybody knows of such equipment please let me know :)
 
If this is for a heating device, the normal method would be to use a solid state relay.
the power is controlled by pulsing the output rapidly instead of varying the voltage.
of course this gives an average rms voltage that is variable from 0 to 100%
 
As above, phase-angle controlled switching of a triac or SSR is the usual means of controlling crude loads such as heating. You get continuous control, but not linear as that would need some correction for the phase angle to RMS result.

If you actually need a smooth (sine-wave) AC voltage that you can control from 0V to 230V it is far more difficult to do, certainly far more expensive to do!
