An electrician can test & legally certify the AC installation. He needs to have been instructed by the owner/manager of the installation. The DC side does not have to be tested for this. just like when you test a shower or cooker circuit, you dont test the appliance itself.

I would suggest you read the back of the EIC you are signing in that case.
