Can a built in programmer on a boiler control 2x external valvues? (hot water and heating) The boiler has one sw line connection inside, is this incoming or outgoing?
 
prob not if you mean a basic analogue timer on front of boiler

prob 2 channel timer,2stats ,your valves and call-loop or switched live to boiler(from valves) for basic setup

boiler timer would be redundant then

depending on plumbing and boiler type obviously

Combi boiler on a S-Plan (see Lenny's sticky post) the SW line is incoming.

The programmer switches live feed on to the thermostat (for heating) this then feeds the CH zone valve. Zone valve has a microswitch which activates a feed line (after the valve has opened) switching on both circulation pump and boiler (the Sw line you mentioned).
The programmer switches live feed direct to the HW zone valve. Zone valve has a microswitch which ativates a feed line switching on both circulation pump and boiler (the SW line you mentioned)

I should know - just spent most of the weekend figuring out why my heating wasn't coming on. Turns out a motor in the CH zone valve was open circuit.
