I have a Robus 70W dimmable transformer for MR16 12V bulbs.
The transformer has 3 sockets, for three bulbs.

Can I connect three Non-Dimmable 4W led bulbs to the transformer?

Transformers are specifically designed for halogen bulbs and often have a minimum loading so 12W may well be below the level at which they will operate.
LED bulbs usually require an LED driver to operate correctly, although the transformer may well operate the bulbs the lifetime of the bulbs will be reduced as the voltage and or current will not be sufficiently regulated for the LEDs.

Generally it is not a good idea but may work to some extent.
