where has this rule come from i have in my head that, all fuse spurs have to be installed in the fabric of the building and cant be, slapped up in units etc

Lazy! So ... I looked it up for you.
Elec Guide to Building Regs 5.2.2 (i) should pref be mounted on the building fabric, and not in kitchen furniture.
and BS 7671 :: 530.4.2

Kitchen units are normally permanent fixtures even though they are not defined as part of the building fabrication. So imo I have no problem what so ever mounting electrical accessories in practical positions whether this be in kitchen units etc
