A continuity tester will check the resistance of the circuit to check that it is not open, some will give you a resistance value in ohms. A multi meter will test various things such as insulation resistance but they are generally not calibrated so can't be relied on to give an accurate value.
 
Continuity tester measures the continuousness of a conductor or a series of conductors. Historically, used to be a bell set to ring out a particular circuit for polarity and continuity. It doesn't give you a quantitative value as would a measurement from a Low Reading Ohmmeter.

A Multimeter, is a very different animal. It has a selection of different electrical quantities which can be measured, such as Ohms, Amps, Volts, Watts. It can also measure continuity such as measuring the PN junction of a diode or transistor.continuity tester

So a multimeter can offer continuity measurements, usually a noise. A Continuity tester cannot offer the range of a multimeter
