I agree that the movement of air is the noisy bit.
I fitted a 220 m3/hr in-line in a house with a walk in shower and on the speediest settling the turbulent noise up the vent was amazing whereas the fan in the loft was silent.
Wonder whether you need a Venturi type shaped vent rather than a bog standard injection moulded mass produced.
The trouble is, they are nearly ALL bloody quiet. It's that air stuff moving about that makes all the racket. Hard to beat a loft mounted in-line unit IMHO.
 
When comparing specs, be careful of those that claim to be super silent but also have 2 speeds. The slow speed, where hardly any air moves, is the silent mode and the noise level quoted in the spec. The normal mode is nowhere near as quiet.
