Was it an insulation resistance test or a continuity test with a low ohms meter?

The results suggest the latter.
 
It was a continuity test done with bulbs in. I suggested to the customer as well that the kitchen spark is covering something up. See I got call friday when it tripped at 10 P.M and we identified the earth as the earth to the kitchen sockets and he said he would be back in the morning to rectify it. I didnt go back untill today when I was informed it is the upstairs lights that was at fault not the kitchen sockets. So I quickly put my continuity tester on the Earth bar and neutral and got 10 ohms. Next I disconnected the neutral to the upstairs lights and tested between N-E and got 2.87 ohms. I didnt do an insulation resistance as this house is huge and would take me a while to remove all the bulbs. Plus I was pretty sure the lights were ok.
