I thought I was right I just needed another view to prove I`m right, I`m having a debate with a landlord over this, as I pointed out to him that the main rcd switch failed the cut out time meaning the portakabin my client is using is not compliant with the regs and he said I`m not changing the main rcd unit install another one to the portakabin, I said you cant do that it will conflict the other rcd

You should not have 2 RCD's of the same value in series. If the main one has "failed" to test within the correct times then it should be replaced. Installing another one downstream is not a proper solution.
 
On rare occasions it can be prudent to have 2x RCD in series to give a measure of redundancy due to the somewhat fallible nature of the beasts.

But it would be something designed in from the start, not done as a way of getting around a failed RCD.
