re-wiring house, basic information needed

Can someone explain me step by step what electrician should do before he will start work in house.
I found the electrical work should be registered at local authority.
But an electrician told me he dosen't have to do this.
In house he will installing new distribution board, re-wiring all circuits, add one new circuit.
Do we need new electrical layout plan for this job?
Does he should registered this job before start it ?
What documents we will need from him to sell this house ?

Better ask a conveyancing solicitor that one as you don't trust your electrician, who is not competent to answer legal questions.

He’s probably signed up to the solicitorsforums after seeing this post.. he definitely won’t trust anything his conveyancing solicitor tells him.

I checked him and he is not with a scheme. I see it's better if I will call someone with a scheme.

The best thing to do is ask family/friends/neighbours for recommendations when hiring tradesmen.

He MUST be a scheme member if he/she is to self notify. And the work must be notified, it is a legal requirement. All of the registered electricians are listed here.

Agree that no payment is made until the work is signed off.

Agree that no payment is made until the work is signed off.

That's a bit harsh - on a complete rewire. I would NOT take on such a job with the only payment at the very end.

Staged payments need to be agreed before hand........... with the final xx% when the certificate and Part P have been done.
