If you saw it and was concerned enough to take a picture why the hell didn't you question them before they finished the ceiling and boxed in the pipe work. It would have saved you a lot of stress.

There was a bit of a language issue, and it was plastered over before I got the chance to express any concern to someone who would understand me. And I'm not the client, Camden is the client and I'm just a lowly tenant who'll get called a trouble maker if he speaks out of turn.
 
I do blocks and tape....when I liven up a circuit for temporary use etc and need to terminate some ends. I always think of connector blocks as temporary.

Council contracts pull in a lot of apprenticeships so one person could be teaching multiples bad habits.

Letter to council to sort it.
 
It is definitely live, I checked. It's part of what is now the sockets ring main for the rest of my flat. It comes from a hallway plug, then actually goes around my kitchen at ceiling level to a switched socket which is now hidden by some kitchen cabinets (this was supposed to be made redundant but they weren't) then goes off into my living room. I'm quite familiar with route because I had to reinstate my kitchen ceiling last year.

The work was done by Camden Council contractors as part of "Better Homes" work in my property.

Basically it seems to me they need to now install a new sockets ring main that bypasses my kitchen completely, as getting access to the terminal block would now be extremely difficult, part of the ceiling would need to be removed and also some box work for piping.
How did you check? and would be very careful naming anyone, you may be mistaken in regard to who actually did that

Other issue is those tasked with overseeing the projects either are brought in from industry and don't want to rock the boat or are looking for a job in the private sector / have no knowledge of electrics at al...
 
Some of my apprentice was on council. And I was running it as a third year apprentice when main guy went on holiday etc

He was industrial and got moved to council....hated it at first.

i agree if a temporary power up and until testing everything is complete
but if it is going to be plastered in it should be in a proper enclosure and sealed.
write a letter to the council and get it corrected.
