regulations regarding install

Hello
i have been sparkying for a while now but i have a small install job to do in a factory
The main contractor tells me i have to be part L compliant to do the work??
i looked into this and now its confused me!!
is he right??
or is it just a load of twaddle

seems to be about energy conservation (lighting & controls , hvac ) but special process ltg. & emergency ltg. are exempt strange?
