This may sound a little thick but when replacing like for like should you issue a MWC?
 
looking in the nic book it says
" Replacement of an accessory, such as a socket outlet or a ceiling rose on a like for like basis.... Yes... Although such a replacement may be regarded as maintenance work, a record of the relevant safety tests undertaken may be recorded on the MWC, though other forms of recording such results are not precluded"...

so its basicley saying change the accessory and take the reading needed, loop etc and record it...on their expensive certs :) so i say no just test and record for your own paperwork as a backup..

There was a big discussion on here a few months ago about that one, with lots of mixed views. The ambiguity of the wording in the book leaves it down to you in my opinion, but i would say it depends on where you are working. I do work for colleges, they like to have certs for everything whether needed or not. I would say in domestic installations its fairly pointless, although i go from the fact that you should be testing the circuit anyway, and rather than putting the results on an invoice etc, you might as well use the MWC, and it makes things look more professional! I also like to get my moneys worth from the Amtech package so use it as much as possible !
 
My view is if the job involves getting the test meter out then yes it requires a cert. and how many don't !
If you change a socket front how do you know if polarity is correct or if it even has an earth. Its basic checks and a cert is your proof it was tested.
If you don't test you have not got a leg to stand on when something happens in a week,month, year later and you were the last to touch it.
 
A company I worked for did streetlighting Council wanted some record of testing so the job card had test section I.R.of circuit lives to neutrals and I.R. of cable in pole ( amazing just how many failed) Zs @ base and Zdb at distribution point nice and simple no flaffing around
possibly what your talking about as no cert is required BUT you have to test so why not note it down ?
