Sounds MORE like a European type building cable, or as someone else suggested a flexible cable has been used....
Is this existing cable round or flat??
 
Certainely exhausting for sure, another shattering thread, I think the OP means "can he cut into a ring and install more cabling to socket outlets with 4mm2 Twin and earth" ? (pvc/pvc) but clarification is needed and again the part pee question is going to be asked, unless he is outide the UK of course which at the moment is debateable, please come back and clarify :mad2:
 
without wishing to sound nasty this is what worries me,it sounds as though the op is from abroad and although he states his quals have been accepted here it sounds to me as though he is having difficulty understanding uk wiring.I have always said anyone coming from abroad should have to sit a course to teach them our way of doing things,much as they do in countries like Australia and New Zealand.
