Security shutters usually work by a key switch and these are often put into metal boxes that are then padlocked shut.

Why does the isolator need a padlock?

It’s just a electric shutter door isn’t it?
So probably just up and down buttons and he need it to be locked off securely to stop someone breaking in and opening it.
