Self certification self employed

Hi there thinking about starting up on my own and am looking for advice. I live in scotland so the rules here might be slightly different. Do you need to be part of the niceic or select to be able to self certify?
Cant find any definitive answers anywhere please help!!
I have my B.S 7671 :2001 Inspection & Testing but think I will have to upgrade this?
Any other advice about starting up will be much appreciated!

Yea there are different rules for Scotland, I think it comes under Scottish Building Reg's compliance. and I think it was updated in July / October time . check with LABC
