Mornin guys , Is it necessary to have a trade name before one start working in regards to certifying jobs. As I'm just about to start and would like a few kind or true words sent my way. Also has anyone worked on a council property employed by the tenant to alter the wiring?

Yes I have to question 2

There is most likely a clause in the tenants contract with the council that they have permission before making changes to the property
That should not impact on you, your contract is with the person ordering and paying for the work
Their obligation to the council is for them to consider

Everybody however, are required to follow the procedure of the building regs part p
In reality, most of the general public have not heard of it, and it is not enforced widely by Labc
It is still the correct channel for working on part of the domestic installation via notification to the Labc

A trading name and the signature that accompanies certification is your choice
You can use your own name and address,it is traceable to you as the responsible person

I'd recommend that you get your "trading name" set up before you start then its in place for your insurance, Elecsa/Napit/Niceic, business bank account and also you need to tell the tax man that you're a sole trader.
