Sorry for not replying earlier, for some reason I'm not getting email notifications.
Thanks all for your replies, I decided to fit an isolator anyway, the machine is fairly old with no covers inside to protect from live conductors.
It does not have any lock off facility either
And no its not a pallet wrapping machine, its a Press Brake.

TBH I'm not sure why I even asked this question as Its obvious when I look at it now, I think I just needed to say it out loud.
