Without knowing the full installation it would be hard to say but RCD FCU in the house then the whole cable is protected.

Socket outlets are on RCD protected in the main CU.

So will 4mm SWA be sufficient for outside cable?

I have not checked if its RCD protected just yet but will be checking later today so fingers crossed.

If you have a look on page 182 of the OSG your given the R1+R2 value for the cable, so you have a 6 meter run times 9.22mΩ.
