Hello guys I'm a newbie so go easy on me

I have a job to do which I quickly had a look at today but didn't have time to complete the question is


I have a about 15 lights ( 2x14w t5 ) and they are wired through eachother in a plug and socket arrangement for example Plugged in either side of light fitting to feed next light anyway I have a bank of lights ina row where the lamps are very dim I quickly changed the lamps and to no avail anyway where I had to rush I've just ordered new ballasts in as there hasn't been any maintenance done in years could that fix it?
I was thinking about a dropped neutral maybe? What do you think?
I'm being very vague but would like some suggestions as to help me get this job complete quicker rather than fuss about a lot? Thanks in advance guys!!
