signing off work

hi guys new to this, i am enquiring if any1 can help me about signing off an extension. im a newly qualified 17th edition electrician (2 years) and work is in fife, scotland. can i sign off the work without any further qualifications?
 
According to the wiring regulations if you are competent at your job, you have designed, installed, inspected and tested your work to the regulations and correctly completed the correct forms then you can sign the sheets and take responsibility for your work.
(But you couldn't in England and Wales thanks to Part P!!)
