UK Smart meter installation possible - main fuse?

Hi, I have a flat in a rather old building in London. Its subdivided into a few individual flats, and there is a meter board with a gas and electric meter in each flat. My electricity supplier sent someone out a few days ago to fit a smart meter, but the fitter said he was unable to do so because he was unable to locate and isolate the main fuse.....

I didn't have a great degree of confidence in the fitter, because I've never seen a main fuse.
There is no box on the exterior of the building and no cellar.

I've posted a pic of my meter board - any advice?
Is my flat simply incompatible with having a smart meter?

The main incoming supply to the building will most likely be in a cupboard in the main entrance / hallway if there isn't a cellar.

But did he forget to bring his guide dog out with him?
I've circled the supply into the meter, I wonder why he didn't notice the point of isolation for the meter?

Maybe he needed to see the service head fuse but I agree with @snowhead there is an isolator right next to it.

I would imagine his training has only covered typical DNO fuse heads so he didn't recognise the even safer double pole isolation, with fuse.

There probably isn't a main fuse for the flat in the form that he would have recognised, without cutting the supply to all the flats.
What surprises me, well not really, is that he walked away, without ringing for assistance or caling for someone with more experience.
Did he think that this is the end of it then, this flat can't have "Smart" meter?

No doubt he was an employee of a subcontractor the the meter install company who fit meters for the lease company that then leases them to the energy supplier.

That would require common sense and thinking outside the scope of his box. A common problem these days I sometimes feel like hitting people over the back of the head and saying 'are you stupid' but can't do that these days.

You had a luck escape- don't pursue things and opt out of a smart meter.

I think I’ll forget the smart meter.
I only signed up for it due to pestering by email from EDF. I don’t really need one.

Is that the main meter? Almost looks like a private meter.
