PD does allow solar, fitting the criteria set out in part 40 which can be found here http://www.legislation.gov.uk/uksi/2008/675/pdfs/uksi_20080675_en.pdf however it does not overule the visual impact.
We can advice people all day long that no planning etc is required, however if they have it in written word from the authority that it comes under Permisible Development it gives them peace of mind. In Flintshire I know a number of people who were told by the council that they have to have planning even though we can see quite clearly they don't.
My opinion is if you tell them they don't need planning or any other form of approvals there is a slight chance it could cause you an annoyance down the road, unless they are absolutely desperate to get them on the roof as quick as possible why rush it. It may turn out that you get more sales by saying "You don't need planning but in this instance it maybe worth while getting a letter from planning saying so" makes it easier for them to sell the house in the future also.
