There is no where in bs7671 that states max 4 bends only in the OSG, it is up to the designer as to whether the cables can be drawn in without additional pull boxes and so as not to suffer damage, the installation above may only canitain a couple 2.5mm in that case it would be compliment as they could be pulled in easily, but if it contained 4 x 4mm it would be a different story and I agree they haven't installed sufficient pull boxes thus non complying.

A through box on each side of the bull nosed wall would have been better.
 
Personally I wouldn't rate it as it breaks all the rules for number of bends without a drawing-in box etc. A conduit system must be rewireable and it is a breach of BS7671 to draw in cables until the conduit system has been completely erected.

Do we actually know what cable is in there? It could be just one length of cat 5.
Its a neat job, whether or not it complies we cannot really comment on unless we know the full details.
