by top hats do you mean fire hoods? i would personally focus more on the correct ip ratied lights for the zone on the bathroom side and just clear the insulation from above the light in the loft

If you are changing the lights i would point out the benifits of haler LED IP68 rating 7 watts no lamps to change fire rated good all rounder

Is this bathroom on ground floor?

If bathroom has a bedroom above it then use fire-rated spots, else not essential.

Must be correctly IP rated, and leave 75mm around the fitting free of Insulation.

you can't go by what a customer says. if they are within zones, they need to be IP rated. as far as insulation goes, bugger it off away from the lights.

Agree with you, if you have any ambiguity in you work then must try that first.
